There is a national need for
the first and second echelon
emergency responders to be prepared to respond to an
extremely wide variety of emergencies and disasters.
Some are natural disasters, other are man-made, and
some result from acts of war or terrorism. Each disaster
and emergency brings with it its own set of tasks that
must be accomplished in order to mitigate the incident
successfully.
The sheer number of tasks that must be mitigated makes it impossible for every first and second echelon emergency responder to know every task and the techniques for mitigating those tasks successfully, quickly, and with the least amount of consequences. Incident commanders and their staff currently have no automated tools to assist them in mitigating disasters or emergencies for which they have little or no firsthand knowledge or experience. In these cases, the incident commander often has to improvise a response strategy or experiment with a variety of responses. Improvisation of experimentation consumes valuable time, may not work, and may even cost unnecessary property damage or loss of life.
